Vehicle ownership transfers are handled through NTSA’s services on eCitizen. The seller starts the transfer and the buyer must accept it. NTSA introduced its electronic logbook, or eLogbook, system from 10 June 2026, including ownership transfers.

What you need

  • Access to the seller’s and buyer’s own eCitizen accounts.
  • The vehicle’s registration details and accurate buyer identification details.
  • The supporting documents requested for that vehicle and transaction.
  • Payment through the official application instructions.

Transfer steps

  1. Before completing the purchase, check the vehicle and registered ownership through NTSA. Resolve any mismatch in the seller’s identity or vehicle details.
  2. The registered owner signs in to eCitizen and opens the NTSA vehicle service. Select the vehicle and the ownership-transfer service.
  3. Enter the buyer’s details, provide the requested documents and review the application. Pay the fee shown in the service-generated invoice.
  4. The buyer signs in to their own account, opens the transfer request and checks the seller and vehicle details before accepting it. Complete any further verification requested by NTSA.
  5. Both parties follow the application status. After approval, the buyer should check that the vehicle appears under the correct ownership and obtain the eLogbook through the account.
  6. Use NTSA’s official logbook-verification service when checking an electronic document supplied by someone else.

A sale agreement or payment receipt alone does not complete the NTSA ownership transfer. Special cases, including estates and company-owned vehicles, may require additional documents.

Warning: Do not give a seller, broker or buyer your eCitizen password or verification codes. Each party should complete their own part of the transaction.
